గ్రామగ్రామాన స్వాతంత్ర్య దినోత్సవ వేడుకలు ఘనంగా నిర్వహించాలి 

వేడుకల నిర్వహణకు పంచాయతీలకు నిధుల పెంపు 

ఆగస్టు 15 కార్యక్రమాలకు రూ.100, రూ.250 ఇచ్చే మొత్తాలను రూ.10 వేలు, రూ.25 వేలకు పెంపు ఆంధ్ర ప్రదేశ్ రాష్ట్ర ఉప ముఖ్యమంత్రివర్యులు శ్రీ పవన్ కళ్యాణ్ గారు ప్రకటన 

ప్రతీ గ్రామంలో స్వాతంత్ర్య దినోత్సవ వేడుకలను ఘనంగా నిర్వహించాలని... ఆనాడు నిర్వహించే కార్యక్రమాల నిర్వహణకు పంచాయతీలకు నిధుల కొరత లేకుండా తమ ప్రభుత్వం తగిన చర్యలు తీసుకుందని ఉప ముఖ్యమంత్రివర్యులు, పంచాయతీరాజ్, గ్రామీణాభివృద్ధి శాఖ మంత్రి శ్రీ పవన్ కళ్యాణ్ గారు స్పష్టం చేశారు. పంచాయతీల్లో ఆగస్టు 15న వేడుకల నిర్వహణకు ఇచ్చే మొత్తాన్ని గణనీయంగా పెంచుతున్నామన్నారు. ఇప్పటి వరకూ మైనర్ పంచాయతీలకు రూ.100, మేజర్ పంచాయతీలకు రూ.250 ఇచ్చేవారు. ఇప్పుడు ఆ మొత్తాలను రూ.10 వేలు, రూ.25 వేలు చేస్తూ రాష్ట్ర ప్రభుత్వం నిర్ణయం తీసుకుందని శ్రీ పవన్ కళ్యాణ్ గారు ప్రకటించారు. 2011 జనాభా ఆధారంగా 5 వేలులోపు జనాభా ఉన్న పంచాయతీలకు రూ.10 వేలు, 5వేలు పైబడి జనాభా ఉన్న పంచాయతీలకు రూ.25 వేలు అందిస్తారు. ఈ మొత్తంతో స్వాతంత్ర్య దినోత్సవం రోజున కార్యక్రమాలు నిర్వహించాలి. జనవరి 26న గణతంత్ర దినోత్సవ కార్యక్రమాలకు ఇదే విధంగా రూ.10 వేలు, రూ.25 వేలు చొప్పున నిధులు అందిస్తారు. శ్రీ పవన్ కళ్యాణ్ గారిని ఇటీవల పలువురు సర్పంచులు కలిసిన సందర్భంలో- స్వాతంత్ర్య దినోత్సవం, రిపబ్లిక్ డే నిర్వహణ కూడా కష్టంగా ఉందని వాపోయారు. జెండా పండుగను ఘనంగా చేసేందుకు కూడా తగినన్ని నిధులు ఉండటం లేదని తెలిపారు. ఇందుకు సంబంధించి పంచాయతీలకు ఎంత మొత్తాలు ఇస్తున్నదీ తెలియచేయాలని శ్రీ పవన్ కళ్యాణ్ గారు సంబంధిత శాఖల అధికారులను ఆదేశించారు. గత 34 ఏళ్లుగా రూ.వంద, రూ.250 చొప్పునే అందిస్తున్నట్లు తెలిపారు. ఆ స్వల్ప మొత్తాలతో కార్యక్రమాల నిర్వహణ సాధ్యం కాదనీ, ఈ వేడుకలను పంచాయతీ సర్పంచులు, సిబ్బంది ఘనంగా చేపట్టాలంటే తగిన మొత్తం ఇవ్వాలని ఉప ముఖ్యమంత్రి స్పష్టం చేశారు. ఆ మేరకు రూ.10 వేలు, రూ.25 వేలు నిర్ణయించారు. పంచాయతీల అధ్వర్యంలో ఆగస్టు 15, జనవరి 26 నాటి కార్యక్రమాలు ఏ విధంగా చేయాలో కూడా మార్గదర్శకాలు నిర్దేశించారు. జాతీయ వేడుకలైన స్వాతంత్ర్య దినోత్సవం, గణతంత్ర దినోత్సవాల విశిష్టత ఉట్టిపడేలా కార్యక్రమాల నిర్వహణ ఉండాలి.  పంచాయతీ పరిధిలో ఉన్న ప్రభుత్వ పాఠశాలలు, ప్రైవేట్ పాఠశాల

విద్యార్థులకు ఆగస్టు 15 విశిష్టత, రాజ్యాంగ విలువ, స్థానిక సంస్థల పాలన లాంటి అంశాలపై వ్యాస రచన, క్విజ్, డిబేట్ లాంటి పోటీలు నిర్వహించాలి. ఆటల పోటీలు నిర్వహించాలి. ఈ పోటీల నిర్వహణలో సంబంధిత పాఠశాలల ఉపాధ్యాయులను భాగస్వాములను చేయాలి. బహుమతులు అందించాలి. పంచాయతీ పరిధిలోని స్వతంత్ర సమరయోధులు, రక్షణ రంగం నుంచి వచ్చివారినీ, పారిశుధ్య కార్మికులను సత్కరించాలి. పాఠశాలలు, అంగన్వాడీల్లోని పిల్లలకు మిఠాయిలు/చాక్లెట్లు అందించాలి. పారిశుధ్యంపై మహాత్మా గాంధీజీ చెప్పిన మాటలతో ప్రమాణం చేయించాలి.

ORDER:

In the circumstances stated by the Director, PR & RD, AP, Tadepalli in the reference 2nd read above, Government after careful consideration of the proposal, hereby suppress the orders issued in the G.O.Rt. No. 1236, PR & RD (Pts.I) Department, Dt. 25.7.1990 and the ceiling limit on expenditure to be incurred by the Gram Panchayats on the celebration of Republic Day and Independence Day is enhanced to Rs.10,000/- for Gram Panchayats of population upto 5000 (2011 census) and Rs.25,000/- for Gram Panchayats of population above 5000 (2011 census) subject to meet the expenditure from Gram Panchayat General Funds.

The Director, PR &RD, Tadepalli, shall take necessary further action accordingly.
